An Sri Lankan, who is presently a citizen of another country and who wishes to apply for dual citizenship is required to pay Rs.200,000/- on an application and a further sum of Rs.50,000 each for the spouse and children under 18 years of age. For and average family this application fee is in the range of Rs.200,000/- to 400,000/-.

A large number of such persons have expressed their desire to come back Sri Lanka. As a mode of encouragement it is proposed to reduce the levy imposed when applying for dual citizenship to Rs.200,000/- per family unit, irrespective of the number of members in the family provided that the applicant makes a deposit exceeding US$ 25,000 for a three year period in a bank in Sri Lanka. A family which deposits US$ 50,000 and above for a period of three years will be exempt from this levy. Age, educational and wealth criteria hitherto applied in granting dual citizenship will not be imposed in the future, if the above requirement is met. However, their applications for dual citizenship have to be scrutinized to ensure that only those who are having unblemished record will receive dual citizenship. An order under the Citizenship Act No. 18 of 1948, giving effect to this proposal with effect from 01.12.2006, will be issued by the Hon.
